The eight-mile-off-Fajardo island with Mosquito Bay’s bio-bay tour, federal-refuge beaches, and a cannabis-frame caveat.

Vieques sits eight miles off the eastern Puerto Rico main island, accessed by ferry from Ceiba (45 min when running on time, often delayed) or Cape Air flight from San Juan (15 min). The island is best known for Mosquito Bay — the brightest documented bioluminescent bay in the world — plus the wild horses that roam free, the surrounding Caribbean snorkeling, and the off-grid feel. The cannabis frame here is harder than on the main island. **Most of Vieques sits inside the Vieques National Wildlife Refuge — federal jurisdiction.** The PR JRCM patient registration provides no federal-land protection, and the most photographed beaches (Caracas, Playa Negra, Pata Prieta) are inside the refuge. Most patients adopt a treat-Vieques-as-a-non-cannabis-stretch pattern, with the consumption frame back on the main island. Isabel Segunda and Esperanza (the two town centers) are territorial jurisdiction; the federal frame applies to the rest.
