Culebra

The smaller off-island with Playa Flamenco, federal-refuge land, and a one-or-two-day side-trip rhythm from a main-island base.

Culebra is the smaller of Puerto Rico's two off-islands, accessed by ferry from Ceiba or Cape Air from San Juan. Playa Flamenco — consistently ranked among the world's best beaches — is the marquee draw, with snorkeling at Playa Tamarindo and the island's slower, fewer-people rhythm rounding out the trip. Same federal-jurisdiction caveat as Vieques: most of Culebra is inside the Culebra National Wildlife Refuge, and Playa Flamenco itself sits within refuge boundaries. There are no JRCM-licensed dispensaries on Culebra. For adults 21+ on a temporary PR patient registration, the cleanest pattern is a one-to-two-day side trip from a main-island base — treat Culebra as a non-cannabis stretch of the larger trip, take in Flamenco and the snorkeling, and resume the JRCM rhythm when you're back in Fajardo or San Juan. The island's small enough that a few cannabis-free days don't change the trip arc.
