Dispensaries in Caguas, Puerto Rico, are easy to find once you know where they cluster. The Department of Health's October 2026 directory of licensed establishments lists more than a dozen dispensaries in Caguas, the Valle del Turabo city just south of San Juan on PR-52. For registered patients and qualifying visitors, adults 21+ in nearly every case, that makes Caguas one of the island's deeper medical markets outside the capital. The program is medical-only, and the rules travel with you down the expressway.

Caguas in a paragraph

Caguas is a principal city of the San Juan metropolitan area, with 127,244 residents in the 2020 census and a pair of nicknames, La Ciudad Criolla and El Valle del Turabo. The main square is Plaza Palmer, formally the Plaza de Recreo Santiago R. Palmer. The city also runs the Jardín Botánico y Cultural William Miranda Marín and a set of small museums, including the Caguas Museum of Art and the Caguas Museum of Folk Arts. The airport in Carolina is about 35 minutes away by car.

Where the dispensaries are

The directory shows Caguas shops grouped in a few corridors rather than spread evenly.

  • Caguitas Mall on Carr. 1, Bairoa. BWell's Caguas dispensary sits here.
  • Cañaboncito along Carr. 172. The densest pocket, including Caribbean Green Growers and several other licensees.
  • Downtown on Ave. Gautier Benítez. La Boutik is listed in Barrio Pueblo, close to the old center.
  • Elsewhere in Bairoa and Caguas Norte. Additional licensees, including Frontiers, fill out the map.

The corporate name on a license and the name on the sign often differ in Puerto Rico; the dispensary directory lists Caguas locations by the names patients see, and the Caguas town hub collects local pages. Hours change, especially around holidays, so call ahead.

Choosing a store

Menus differ from store to store, and stock moves with supply, so two shops a mile apart can carry very different shelves. A patient buying on an out-of-state card gets the most from a quick call: ask what the store will sell on that card, whether a photo card is required, and what forms of payment it takes. Registered Puerto Rico patients should keep their registration current; an expired card stops a sale at the counter, and renewal runs through the JRCM.

Who can buy

Registered Puerto Rico patients. The Junta Reglamentadora del Cannabis Medicinal, part of the Departamento de Salud, issues patient identification after a recommendation from an authorized physician. Under Reglamento 9038, adult applicants must be 21 or older or legally emancipated.

Patients from other US states. Ley 42-2017 counts residents of other states with a home-state medical cannabis card as patients, and the JRCM recognizes them when they meet Reglamento 9038. Dispensaries usually want a photo card, and they generally will not sell flower on an out-of-state card, so expect vape, tincture, capsule, edible and topical options.

Visitors without a usable card can look into a temporary Puerto Rico registration through a certifying clinic. Its length, fee and turnaround are not spelled out in published regulation; confirm all three with the clinic before paying. The JRCM's official page, with phone and email contacts, is at salud.pr.gov/CMS/364.

Anyone outside those groups cannot buy legally in Caguas or anywhere else on the island.

The rules, plainly

  • No smoking. Ley 42-2017 bans smoking cannabis outright, patients included. Vaporizing is the inhaled method the law allows.
  • No public use. The statute confines medical use to homes and private places and prohibits it in public. Plaza Palmer, the botanical garden, city streets and parking lots are all public.
  • No use at a dispensary or at events. Licensed premises are off-limits for use, and so are public or private events, which covers concerts, fiestas patronales and holiday celebrations in the plaza.
  • No sharing. Reglamento 9038 prohibits transferring cannabis to any other person, patient or not.
  • No driving under the influence. PR-52 is a fast expressway, and driving, boating or flying under the influence of medical cannabis is illegal.
  • No leaving the island with it. Reglamento 9038 prohibits taking medical cannabis from Puerto Rico to any other jurisdiction.

Edibles follow the standard rule: start low, go slow, and keep a first serving at 10 mg or less.

Before you go

  • Bring the card you will buy on and a government photo ID with the matching name.
  • With an out-of-state card, call the store first and ask what it will sell on that card.
  • Island events, many of them in the San Juan metro, are on the events hub; the statute rules out consumption at every one.
