Rincón Whale Watching Season: Winter on the West Coast for Medical Patients

Humpbacks pass the west coast every winter, and the Punta Higüero lighthouse is the classic place to watch. Here is the season, the surf, and the medical-only rules that come with both.

5 min read

Rincón whale watching season is the west coast's quiet winter headliner. Humpback whales pass Puerto Rico's northwest and west coasts every winter, and the lighthouse park at Punta Higüero, on the westernmost point of the main island, is the classic place to look for them from shore. The same months bring Rincón's big winter surf. For registered patients and qualifying visitors, adults 21+ in nearly every case, a winter trip here comes with the island's medical-only rules, and the beach, the lighthouse lawn and the boat all fall under them.

When the whales come

Sightings around Puerto Rico run roughly from late October into early April, according to reporting by Platea PR that drew on biologists including one from the marine mammal rescue program of the Departamento de Recursos Naturales y Ambientales. The highest odds, per that reporting, come in mid-February. Rincón, Aguadilla and Isabela are the usual sighting coasts, and the lighthouse at Rincón is the favorite shore spot, with late afternoon a popular watch.

Whales do not keep calendars. A few hours on the lawn in February improves the odds; nothing guarantees a breach.

The lighthouse park

The Punta Higüero light went up in 1892 under the Spanish government and was rebuilt in 1922. It is listed on the National Register of Historic Places, and the town built El Faro Park around it, which is now the spot for both surf watching and whale watching. Rincón calls itself El Pueblo de los Bellos Atardeceres, the town of beautiful sunsets, and the lighthouse lawn is where that nickname earns its keep.

El Faro is a public park. Medical cannabis use is prohibited in public places in Puerto Rico, so the lawn, the overlook and the parking lot are all off limits.

Winter surf

Rincón's surf reputation dates to the 1968 World Surfing Championship, held at Domes Beach, named for the dome of the decommissioned BONUS nuclear reactor next to it, a plant that last ran in 1968. The heaviest waves arrive from November through March, when winter swells can reach 25 to 30 feet on the biggest days. On those days the beaches below the lighthouse are for watching, not for paddling out.

The public-places ban covers the sand as surely as the street.

Whale watching by boat

Charter operators run whale and sunset trips out of the area during the season. Two rules apply on the water.

  • Distance. DRNA regulations require boats to stay at least 100 meters from a whale and swimmers at least 50 meters, and boats must never cut across a whale's path, per the Platea PR reporting.
  • No impairment. Reglamento 9038 prohibits patients from operating a motor vehicle, boat or aircraft under the influence of medical cannabis.

Dispensaries near Rincón

The JRCM's October 2026 directory of licensed establishments lists two dispensaries in Rincón: one on Calle Luis Muñoz Rivera in Barrio Pueblo, the town center, and one on Carr. 115 Km 12.8. Añasco, the next town to the south, has three more, and neighboring Aguada has one. The licensee names on the directory often differ from the sign on the door; the directory at salud.pr.gov/CMS/364 is the way to match them. The dispensary directory maps every location, and the Rincón, Añasco and Aguadilla town hubs collect local pages.

Who can buy

Registered Puerto Rico patients. The JRCM issues patient identification after a recommendation from an authorized physician. Adult applicants must be 21 or older or legally emancipated.

Patients from other US states. Ley 42-2017 includes residents of other states who hold an identification issued by their home state in its definition of patient, and the JRCM recognizes them when they meet Reglamento 9038. Dispensaries usually want to see a photo card, and they generally will not sell flower on an out-of-state card.

Visitors with no usable card can look into a temporary Puerto Rico registration through a certifying clinic. Its length, fee and turnaround are not set out in published regulation; confirm all three with the clinic before paying.

The rule, plainly

  • No smoking. Ley 42-2017 prohibits consuming cannabis by smoking, for every patient.
  • No public use. Beaches, El Faro Park, the town plaza and the roadside overlooks are all public places.
  • Not at the store, not at events. Use is barred at dispensaries and other licensed facilities, in so-called vape lounges, and at public or private events, including surf contests and festivals.
  • No sharing. Reglamento 9038 prohibits giving, trading or transferring medical cannabis to anyone else, including a fellow patient on the same trip.
  • Not on federal property, and not off the island. Use on US government property is prohibited, and medical cannabis cannot travel to the mainland, even to a state where it is legal.
  • Not at the wheel or the helm. Cars, boats and aircraft are all covered.

Edibles follow the usual rule: start low, go slow, and keep a first serving at 10 mg or less.

What it means for your winter trip: the whales, the swell and the sunset are all public-place activities, and the medical cannabis stays sealed and with the patient who bought it.

Before you go

  • Bring the card you plan to buy on and a government photo ID with the same name.
  • With an out-of-state card, call the dispensary first and ask what it can sell on it.
  • Book lodging early for February, the month whale watchers aim for.
  • Check the surf forecast before planning a beach day on a big-swell week.
  • Check the events calendar for winter festivals across the island.
