Ceiba

Former Roosevelt Roads naval base municipality — quieter than Fajardo, with redeveloping coastline and the Vieques-Culebra ferry terminal.

Ceiba is the east-coast municipality just south of Fajardo, formerly home to the Roosevelt Roads US Navy base (closed 2004 and partially redeveloped into a small commercial-and-industrial zone, though much of the former base remains in transitional planning). The coast is real but less developed than Luquillo's beach-and-kiosks footprint, and the pace runs noticeably quieter than the SJ metro. The Vieques-Culebra ferry terminal moved from Fajardo to Ceiba in 2018, making the town the practical departure point for off-island ferries — most visitors heading to either of PR's main off-islands now route through Ceiba. For visiting JRCM-registered patients on a temporary registration, Ceiba is a small-town quiet-coast option with practical Vieques and Culebra logistics: metro-purchased product brought in, at-home use only at the rental, public-consumption rules applying throughout the town and the ferry terminal area.
